Prime Minister and head of government of the Republic of Chad, Mr. Allamaye Halina, underlined the immense significance of Algeria-Chad relations during his speech today, highlighting the fraternal bonds and expanding cooperation across multiple sectors. He praised Algeria’s unwavering support for his country.
Mr. Halina expressed his sincere thanks and deep gratitude to the President of the People’s Democratic Republic of Algeria, Mr. Abdelmadjid Tebboune, and to the Algerian people for this important solidarity initiative. The project will strengthen Chad’s electricity production capacity, improve energy supply, and support economic and social development efforts.

It is with great satisfaction that I speak at this ceremony for the laying of the foundation stone of the future N’Djamena power plant, a structuring project that illustrates the positive dynamic of cooperation between the Republic of Chad and the People’s Democratic Republic of Algeria.
Allow me, on behalf of the Chadian government and on my own behalf, to extend a warm welcome to my brother and counterpart, His Excellency Mr. Sifi Ghrieb, Prime Minister of the People’s Democratic Republic of Algeria, and to the entire delegation accompanying him.
Your presence among us today demonstrates the quality of the friendly and cooperative relations that unite our two countries and the shared will to continue strengthening them for the benefit of our two fraternal peoples.
Excellencies, ladies and gentlemen,
The ceremony that brings us together holds special significance. It reflects the common vision and constant commitment of Marshal Mahamat Idriss Déby Itno, President of the Republic and Head of State, and His Excellency Abdelmadjid Tebboune, President of the People’s Democratic Republic of Algeria, who work to strengthen the ties of cooperation between our two nations.
The two heads of state share a common vision for development and for tightening the relations between their states.
The foundation stone we lay today symbolizes much more than the start of a construction site. It reflects a shared ambition: putting our cooperation at the service of sustainable development, economic prosperity, and the well-being of our populations.
This project follows through on commitments made at the highest level, concretized notably through the Memorandum of Understanding signed on April 22, 2026, and the Grant Agreement concluded on May 14, 2026, between the sectoral ministries of our two countries.
The swiftness with which these commitments were translated into concrete actions demonstrates the quality of dialogue between our governments and the effectiveness of collaboration between Chadian and Algerian technical teams.
It also illustrates the values of trust, mutual respect, and solidarity that underpin our partnership.
Excellency Mr. Prime Minister,
Through the provision of a mobile gas turbine power plant with a capacity of 40 megawatts, the Algerian government makes a significant contribution to the efforts undertaken by Chad to strengthen its energy system and meet the growing needs of its population.
This gesture follows in the continuity of the historical ties of fraternity, friendship, and cooperation that have united our two countries for many years.
On behalf of His Excellency the President of the Republic, the government, and the Chadian people, I wish to express our sincere gratitude:
- to His Excellency the President of the People’s Democratic Republic of Algeria;
- to Your Excellency the Prime Minister;

Ladies and gentlemen,
Energy remains one of the essential foundations of economic and social development. It supports public services, fosters economic activity, accompanies industrialization, and contributes to improving living conditions.
Aware of these challenges, the Chadian government has made the development of the energy sector one of its strategic priorities.
The power plant we launch today will help strengthen the energy supply of N’Djamena and gradually improve the quality of electricity provision.
It will notably allow:
- improved access to electricity for the population;
- strengthened stability of the electrical grid;
- support for the development of economic and productive activities;
- improved quality of public services;
- and accompaniment of the rapid growth of our capital.
The positive impacts of this infrastructure will benefit many households, schools, health facilities, and economic operators.
Excellencies, ladies and gentlemen,
The Chadian government is fully aware of its responsibilities in the success of this project.
I want to reaffirm here our commitment to take all necessary measures to facilitate its implementation under the best possible conditions.
We will notably ensure:
- respect for the commitments agreed between the parties;
- facilitation of administrative and logistical procedures;
- support for technical teams;
- security of the construction site;
- and rigorous monitoring of the execution of works.
Our ambition is to make this achievement a successful example of African cooperation based on trust, efficiency, and the pursuit of concrete results.
Excellency Mr. Prime Minister,
The laying of this foundation stone opens a new page in relations between our two nations.
It testifies to our common conviction that Africa has within itself the resources, skills, and solidarities necessary to meet the challenges of its development.
It also illustrates the ability of our states to transform political commitments into concrete achievements serving their peoples.
By erecting this power plant, we are building much more than an energy infrastructure.
We are building a symbol of trust.
We are building a symbol of fraternity.
We are building a resilient and sustainable future.
We are building a symbol of exemplary cooperation between Chad and Algeria.
This power plant, which celebrates the historic friendship between N’Djamena and Algiers, is also an example of pragmatic diplomacy between our two countries.
Algerian expertise and the training of our technicians in this field could enable autonomous management of this facility, a true diplomatic bridge uniting our two peoples around shared sovereignty, prosperity, and trust.
I hope that this project will be the first of a long series of joint initiatives in the areas of energy, infrastructure, health, training, and economic development.
