Chadian and algerian energy regulators advance bilateral petroleum cooperation

On June 16, Mr. Hassan Adoum Younousmi, the Director General of Chad’s downstream petroleum sector regulatory authority (ARSAT), held an important meeting with Mr. Mohamed Arkab, the Minister of State and Minister of Hydrocarbons for the People’s Democratic Republic of Algeria. This significant engagement took place at the Algerian Ministry of Hydrocarbons headquarters, with key collaborators from both esteemed officials also in attendance.

The audience underscored ongoing efforts to fortify Algero-Chadian cooperation and meticulously review the implementation of recent bilateral agreements. Discussions delved into pivotal issues within the downstream sector, encompassing the comprehensive regulation of activities, the strategic development of energy infrastructure, as well as critical aspects of refining, storage, and the efficient distribution of petroleum products.

Industrial safety protocols, the imperative of process digitalization, and robust sector governance were also central to these exchanges, reflecting a shared commitment to modernization and enhanced transparency within the energy landscape.

This high-level discussion builds upon a cooperation protocol previously inked on April 23, 2026, in Algiers, between ARSAT and its Algerian counterpart, the Algerian Hydrocarbons Regulatory Authority (ARH). That foundational protocol was designed to bolster technical and institutional collaboration between the two regulatory bodies, facilitating the crucial exchange of knowledge, best practices, and support for national capacity building.

Concluding their productive discussions, both delegations unequivocally reaffirmed their steadfast resolve to strengthen the fraternal bonds between Algeria and Chad. They committed to actively promoting the reciprocal sharing of expertise, a vital step towards fostering sustainable development and advancing broader African integration.

« ARSAT firmly reiterates its dedication to collaborating closely with its Algerian partners, » stated Hassan Adoum Younousmi, the Director General of ARSAT. « Our shared goal is to significantly develop Chad’s downstream petroleum sector and concurrently enhance national competencies. »
