Côte d’Ivoire Unveils Economic Transformation Blueprint at Regional Forum

The Ivory Coast’s leadership in development financing took center stage Tuesday in Abidjan during the launch of two pivotal reports: the 2026 Côte d’Ivoire Country Report (RP-CI) and the West Africa Economic Outlook (PER-AO) by the African Development Bank (BAD). Representing the Minister of Planning and Development, Dr. Souleymane DIARRASSOUBA, the Cabinet Director Pr Loesse Jacques ESSO presided over the event, which brought together national and international financial institutions, private sector leaders, and government representatives.

The 2026 theme, « Mobilising Large-Scale Resources for Africa’s Development in a Fragmented World », resonates deeply with Côte d’Ivoire’s strategic priorities. Under the leadership of President Alassane Ouattara, the government is prioritizing resource mobilization as a cornerstone of its economic transformation agenda. This commitment is embedded in the National Development Plan (PND) 2026-2030, which emphasizes leveraging both public and private funding to drive sustainable growth.

Partnerships and Policy Insights Shape Development Strategies

In his address, Pr Loesse Jacques ESSO highlighted the strong partnership between Côte d’Ivoire and the African Development Bank. He emphasized that the reports serve as critical decision-making tools, offering actionable insights for policymakers and development partners. Their findings provide a roadmap for shaping public policies and fostering collaborative dialogue with international stakeholders.

With Africa’s projected economic growth at 3.9% in 2025, Côte d’Ivoire stands out with a robust growth rate of 6.5%, aligning closely with the African Union’s Agenda 2063 targets. This momentum underscores the nation’s ability to harness economic opportunities amid global uncertainties.

Financing the 2026-2030 Development Plan: A Monumental Challenge

The PND 2026-2030 requires an estimated 114,838.5 billion FCFA (approximately $209 billion) to fund its ambitious objectives. Achieving this scale of financing demands innovative strategies and robust partnerships. The success of the July 8-9, 2026 Consultative Group meeting—where over $80 billion (47,820 billion FCFA) was mobilized—demonstrates the international confidence in Côte d’Ivoire’s development vision and its capacity to attract large-scale investments.

Regional Collaboration: The Path to Structural Transformation

Beyond Côte d’Ivoire’s achievements, Pr Loesse Jacques ESSO underscored the broader African challenge of mobilizing resources to accelerate structural economic transformation. Key strategies include boosting domestic revenue, attracting private capital, strengthening financial systems, and deepening regional integration. Initiatives like the Pan-African Payment and Settlement System (PAPSS) and the African Continental Free Trade Area (AfCFTA) are pivotal in this effort, fostering seamless transactions and economic cohesion across the continent.

The Cabinet Director called on participants to engage deeply with the reports’ findings and recommendations. He urged stakeholders from government, the private sector, financial institutions, and civil society to contribute their perspectives, fostering collective reflection on the challenges and opportunities ahead. The goal? To craft more effective development financing policies that propel Côte d’Ivoire and the wider region toward shared prosperity.
