The outgoing director of the French Development Agency (AFD) in Côte d’Ivoire, Adrien Haye, has been elevated to the National Order of Ivory Coast, marking the close of his four-year mission in the country.
The prestigious distinction was presented on Friday, July 31, 2026, by the Ivorian Minister of Economy, Finance, and Budget, Adama Coulibaly, during a ceremony held at the ministry’s offices in the Sciam building, Plateau. Present were the French Ambassador to Côte d’Ivoire, Jean-Christophe Belliard, along with AFD staff members.
Celebrating a legacy of collaboration
Speaking on behalf of President Alassane Ouattara and Prime Minister Robert Beugré Mambé, Minister Coulibaly commended Adrien Haye’s unwavering dedication to advancing Côte d’Ivoire’s development throughout his tenure.
« Over the past four years, as Director of the AFD, Mr. Adrien Haye has played a pivotal role in identifying key intervention opportunities across vital sectors of the Ivorian economy. Since his arrival in 2022, he has spared no effort in supporting the government in structuring financing, formulating strategies, and ensuring the effective implementation of various projects, » the minister stated.
A milestone in financial partnerships
Minister Coulibaly highlighted that Adrien Haye’s leadership contributed to mobilizing a total of 934 million euros—roughly 623 billion FCFA—through sovereign loans and funds from the Debt Reduction and Development Contract (C2D). These resources have played a crucial role in strengthening the country’s macroeconomic stability.
Additionally, five new sovereign loan agreements totaling approximately 500 million euros (around 330 billion FCFA) were signed during this period. These were complemented by the allocation of the third C2D, aligning with the objectives of the National Development Plan (PND) for 2021-2025.
« These commitments reinforce the French Development Agency’s position as Côte d’Ivoire’s leading bilateral partner, a distinction made possible in large part by Mr. Haye’s contributions, » the minister noted.
Reflecting on a transformative mandate
Deeply moved by the honor, Adrien Haye—receiving his first state decoration—expressed heartfelt gratitude to Ivorian authorities. In his closing remarks, he reflected on his profound connection to the country.
« I am confident that the strengthened portfolio we have built together—especially with your teams, Mr. Minister—demonstrates our shared success. I will continue to advocate passionately for Ivory Coast’s progress, » he affirmed.
This recognition honors four years of dynamic collaboration between the AFD and Ivorian authorities, characterized by substantial investments aimed at driving economic and social development across the nation.
