The National Office for the Fight Against Corruption (OFNAC) recently published its provisional report, updated to July 31, 2026, detailing significant failures in asset declarations among Senegal’s top officials. This critical report highlights nine high-ranking individuals connected to the Presidency and the National Assembly who have not fulfilled their mandatory asset declaration obligations.
Executive branch leads in non-compliance
The Executive branch is primarily responsible for these delays, with seven positions identified either within the Presidential Palace itself or in agencies and commissions falling under its direct supervision. Specifically, within the President’s Cabinet and direct ministerial functions, the individuals cited for non-compliance include the personal representative of the Head of State to the International Organisation of La Francophonie (OIF), the Special Envoy of the President of the Republic, and the Director of the Presidential Protocol Service. Furthermore, several key administrative and financial management roles within strategic bodies and regulatory authorities attached to the Presidency are also listed: the Administrative and Financial Director of the Personal Data Protection Commission (CDP), the Administrative and Financial Officer of the National Committee for the Extractive Industries Transparency Initiative (CN-ITIE), the Director of Support Services and Finance at the Telecommunications and Post Regulatory Authority (ARTP), and the Deputy Director General of the Agency for the Promotion of Investments and Major Works (APIX-SA), representing the parapublic sector.Legislative branch also impacted
On the side of the Legislative power, OFNAC has identified two instances of non-compliance involving senior responsibilities within the National Assembly’s Bureau. These include the Eighth Vice-President of the institution and the former Third Vice-President of the National Assembly. Regarding the latter, OFNAC clarified a crucial detail: while the individual is no longer subject to the declaration requirement due to the conclusion of their mandate, no declaration was ever submitted throughout their entire term in office.OFNAC was keen to emphasize a significant area of compliance at the highest echelons of state: all current members of the government have fully adhered to the asset declaration process. No minister has either left their post or exceeded the regulatory deadline without fulfilling this obligation, with the mention “Néant” (None) appearing in this category of the report, indicating complete adherence.
