The Social Democratic Green Party has closely monitored the upcoming announcement of an inclusive national political dialogue in the Democratic Republic of the Congo.
In this regard, the party commends the Head of State’s commitment to engaging in consultations with all national social and political forces. This initiative aims to reinforce national cohesion by prioritizing collective reflection—a vital step in defending the country’s sovereignty and territorial integrity, both severely compromised by the ongoing Rwandan aggression.
The Social Democratic Green Party emphasizes that this forum must not lose sight of the fundamental cause of the crisis: the unjust aggression against our nation.
To ensure the success and efficacy of this process, the PSDV has outlined key recommendations as guiding principles for the dialogue:
Core objectives of the dialogue
While other domestic policy matters may arise, the primary focus of this broad consultation must be the formation of a unified patriotic front against the country’s aggression.
Venue and inclusivity
The dialogue should take place on Congolese soil, adhering to the principle of inclusivity while ensuring realistic and structured participation frameworks aligned with the DRC’s international commitments.
Domestic participants will include representatives from the political majority, unarmed opposition, civil society, and independent political figures. Regarding armed opposition groups, the PSDV supports the continuation of negotiations with government representatives abroad, focusing on implementing the Doha process (disarmament, demobilization, and reintegration of armed groups) and the Washington Agreement. This must not overshadow the enforcement of binding obligations under UN Security Council Resolution 2773, a critical roadmap for sustainable conflict resolution.
Leadership and facilitation
Given the national scope of the dialogue, the Head of State—embodying national unity per Article 69 of the Constitution—should lead the process. He is tasked with appointing a credible facilitator to oversee the proceedings, supported by representatives from religious institutions, including Catholic, Protestant, Kimbanguist, Muslim, and Revival Church of Congo communities.
International oversight
The presence of the African Union and United Nations as observers is essential, given their direct involvement in resolving the crisis stemming from the aggression. Dialogue outcomes may be presented to these institutions to advocate for the effective implementation of UN Security Council Resolution 2773.
In conclusion, the Social Democratic Green Party reaffirms its readiness to contribute to the dialogue’s success and remains steadfast in its commitment to restoring territorial integrity and defending the nation.
