The Minister of Planning and Development, Dr. Souleymane DIARRASSOUBA, led a pivotal national workshop in Abidjan to validate the study for the National Land Use Scheme (SNAT CI-2045). The gathering brought together representatives from state institutions, local authorities, technical and financial partners, public administrations, private enterprises, civil society, academia, experts, and media representatives.

The conclusion of this validation workshop marks a milestone in Côte d’Ivoire’s development journey. The SNAT CI-2045 will serve as the country’s first national framework for territorial planning, guiding both public and private investments toward sustainable and balanced growth across all regions. This strategic document aims to enhance public policy effectiveness and foster inclusive development, ensuring no region is left behind.
Strategic alignment with national priorities
Under the leadership of President Alassane Ouattara, the government is strengthening its strategic planning tools to support economic, social, and environmental transformations across the country. Land use planning plays a central role in this vision by promoting equitable investment distribution, unlocking regional potential, and aligning development policies for greater coherence.
Structuring Côte d’Ivoire’s future territorial development
The SNAT CI-2045 will define long-term spatial development priorities, determining where public and private investments should be strategically located. It will harmonize efforts between the state, local governments, and development actors by assigning specific roles to each territory, ensuring a cohesive and targeted approach to national growth.
Dr. Souleymane DIARRASSOUBA highlighted the scheme’s significance: « The National Development Plan (2026-2030) sets medium-term priorities, while the SNAT CI-2045 provides a long-term territorial translation. The validated orientations emerged from a rigorous, multi-scale participatory process. They address critical challenges such as reducing regional disparities, managing urban expansion, boosting territorial competitiveness, improving local governance, safeguarding natural resources, and deepening regional integration.

Next steps toward legislative adoption
Following the workshop, the proposed scheme will be submitted to the government for approval before being presented to Parliament. Once adopted, the law will establish Côte d’Ivoire’s first national territorial planning framework, guiding state-led investments toward high-impact areas and fostering balanced nationwide development.
