Representatives from the Government of the Democratic Republic of Congo (DRC) and the Alliance Fleuve Congo/Mouvement du 23 mars (AFC/M23) have reached an understanding to establish a dedicated mechanism. This new body will be tasked with scrutinizing progress and addressing any hurdles encountered during the implementation of commitments and obligations outlined in the Doha framework agreement. This significant development in Africa politics English was confirmed on Saturday, August 22.
Among the notable advancements reported is the successful establishment of the secretariat for the Expanded Joint Verification Mechanism Plus (EJVM+). Furthermore, an EJVM+ reconnaissance mission was successfully carried out on August 20, benefiting from the vital logistical support provided by MONUSCO. This preparatory mission paves the way for the inaugural ceasefire verification operation, which is slated for August 24 in Minembwe.
Another crucial point of agreement involves the adoption of a standardized methodology for effectively reporting any violations of the ceasefire.
Roadmap and renewed commitments
The involved parties have meticulously crafted a comprehensive roadmap, which delineates the specific stages and a clear timeline for forthcoming negotiations under the umbrella of the Doha Agreement. They have emphatically reaffirmed their unwavering commitment to sustained discussions, aiming ultimately for a comprehensive and lasting peace. It was also clarified that the sequence in which protocols are negotiated will not dictate the order of their subsequent implementation.
The delegates representing the DRC and the AFC/M23 conveyed their profound appreciation to Qatar, the United States, Togo, Switzerland, and the African Union Commission for their steadfast and unwavering support in advancing peace initiatives across the Eastern DRC and the broader Great Lakes region. This reflects a key focus of pan-African current affairs.
Massad Boulos, who serves as the Senior Advisor for Africa and the Middle East to the US President, shared his perspective on social media, stating:
« I am delighted to observe additional strides forward resulting from the meetings held in Switzerland, aimed at advancing the Doha Framework toward a comprehensive peace agreement between the Government of the DRC and the AFC/M23. The United States remains committed to fostering peace and stability in the eastern DRC and throughout the Great Lakes region. »
