President Oligui Nguema unveils modernized command hub for Gabon’s prison system
President Brice Clotaire Oligui Nguema officially inaugurated the new annex building of the Command in Chief of the Penitentiary Security in Libreville. The General Brigade Building Brice Clotaire Oligui Nguema, a three-story structure with 38 offices, marks a significant step in modernizing Gabon’s penitentiary administration. The inauguration ceremony was attended by government officials, military commanders, and senior officers, highlighting the state’s commitment to judicial reform.
The newly commissioned facility features operational rooms, supervision spaces, and conference halls, designed to enhance the working conditions of prison administration personnel. This development aligns with the government’s broader strategy to strengthen penitentiary security and judicial efficiency.
Modern infrastructure meets judicial reform ambitions
Justice Minister Augustin Emane hailed the new building as a “decisive milestone” in Gabon’s judicial and penitentiary modernization. The project, led under the supervision of General Jean Germain Effayong Onong, reflects the administration’s determination to restore state authority while upholding the dignity of detainees. The infrastructure supports the reorganization of the Autonomous Penitentiary Security Corps, reinforcing the government’s vision of an efficient and humane correctional system.
Beyond offices: addressing Gabon’s prison challenges
Despite the progress, Minister Emane emphasized that administrative modernization alone cannot resolve systemic issues in Gabon’s prisons. He called for urgent attention to detention conditions, including overcrowded dormitories, inadequate surveillance equipment, and insufficient security measures. The next phase of reform must prioritize improving prison infrastructure to ensure both staff safety and detainee welfare.
The Minister underscored the need to balance “uncompromising justice with the humanity owed to every detainee.” This approach requires penitentiary facilities that comply with international standards, ensuring security while preparing inmates for eventual reintegration into society.

The inauguration concluded with a tour of the new facilities and remarks from Abnia Gabon’s representative, Ali Adiahéno, who expressed gratitude for the government’s trust in the company.
