The Russian Federation has a new diplomatic representative in Benin. President Vladimir Poutine appointed Mikhail Alekseyevich Golovanov as Ambassador Extraordinary and Plenipotentiary to the Republic of Benin, following a presidential decree signed on July 21, 2026. This appointment concludes the nearly nine-year tenure of Igor Evdokimov, who served as Russia’s envoy in Cotonou.
Mikhail Golovanov brings extensive experience in African affairs to his new role. A graduate of Moscow State Institute of International Relations (MGIMO) in 1982, he has dedicated most of his diplomatic career to the African continent. His assignments have included postings in Madagascar, the Republic of the Congo, and Côte d’Ivoire.
Before his appointment to Benin, Golovanov served as Russia’s Ambassador to Djibouti while also holding non-resident accreditation for Somalia. Elevated to the rank of Ambassador Extraordinary and Plenipotentiary in 2022, he arrives in Cotonou with deep expertise in African political and diplomatic dynamics.
This diplomatic reshuffle aligns with the Kremlin’s broader strategy to refresh its ambassadorial corps across key regions. It also underscores Moscow’s commitment to strengthening ties with African nations like Benin in areas spanning politics, economics, and security.
