Benin’s intelligence overhaul: the dgs emerges
Bénin has embarked on a significant restructuring of its national intelligence services, marked by the establishment of the Direction générale des services (Dgs). This new entity is set to supersede the Direction des services de liaison et de documentation (Dsld), signaling a pivotal shift in the nation’s security architecture.
This critical transformation is implemented against a backdrop of increasing terrorist threats and rampant cross-border criminal activities across the sub-region. The primary objective, as understood through various reports, is to equip Bénin with a more advanced and highly effective intelligence apparatus. The Dgs will be charged with the comprehensive collection, in-depth analysis, and strategic utilization of vital intelligence. Furthermore, it is expected to bolster threat prevention mechanisms and foster enhanced cooperation with partner security agencies.
Leadership continuity in the new service
Captaine de frégate Orphée Hounkanrin, who previously headed the Dsld, has been confirmed to lead the newly formed Dgs. While the specific achievements of the Dsld have largely remained outside public knowledge due to the classified nature of intelligence operations, the decision to retain its former chief strongly suggests the authorities’ satisfaction with his prior performance. By renewing their confidence in Captaine de frégate Orphée Hounkanrin, Bénin’s leadership appears to acknowledge his proven expertise and his invaluable contributions to solidifying the country’s national intelligence framework within a particularly demanding security environment.
