Landmark validation workshop advances Côte d’Ivoire’s territorial development agenda
The Minister of Planning and Development, Dr. Souleymane DIARRASSOUBA, led a pivotal national workshop in Abidjan to finalize the validation of the National Territorial Planning Scheme (SNAT CI-2045). The session brought together key figures including government officials, prefects, local authorities, technical and financial partners, public administrations, the private sector, civil society, academia, experts, and media representatives.
This milestone paves the way for adopting Côte d’Ivoire’s first national territorial planning reference framework. The SNAT CI-2045 will equip the state with a sustainable roadmap to guide public and private investments, enhance policy effectiveness, and foster balanced regional development across the country.
Strategic vision under presidential leadership
Under the leadership of President Alassane Ouattara, the Ivorian government is reinforcing its strategic planning framework to align with the nation’s economic, social, and environmental transformations. Territorial planning stands at the core of this vision, ensuring investments are strategically distributed, regional assets are maximized, and development policies remain coherent nationwide.
The SNAT CI-2045 serves as the long-term spatial development blueprint, defining where public and private investments should be channeled. It harmonizes state, local, and development actors’ actions by assigning specific roles to each territory, ensuring no region is left behind in the national growth trajectory.
Key priorities and inclusive development goals
Dr. DIARRASSOUBA emphasized the framework’s role in aligning with the National Development Plan (NDP 2026-2030), translating medium-term priorities into long-term territorial strategies. He stated, “Our ministry’s mission is to ensure every region plays its part in national development, bridging gaps and fostering shared prosperity.”
The validated orientations stem from a rigorous, participatory, and multi-scale consultation process. They address critical challenges such as:
- Reducing regional disparities
- Managing rapid urbanization
- Boosting territorial competitiveness
- Strengthening local governance
- Preserving natural resources
- Accelerating regional integration

The SNAT CI-2045 outlines five core strategies:

Next steps toward legal adoption
Following the workshop, the finalized scheme will be submitted to the government for approval before being presented to Parliament for adoption. Once enacted, Côte d’Ivoire will possess its first national territorial planning law, guiding state investments toward high-impact regions and fostering nationwide balanced development.
