In his closing speech, Khalifa Sall declared the congress an “acte fondateur,” marking Taxawu Sénégal’s formal establishment as a political party. He painted a grim picture of Senegal’s current state, stating the country is “20 floors underground,” a metaphor for the deepening challenges facing the nation.

He went on to directly challenge the ruling administration, declaring: “They are stuck in ‘Baara Yegoo’… but we’ve seen through their tactics.” This statement was widely interpreted as a sharp critique of the government’s performance.
