Libreville municipal council validates surplus for 2025 fiscal year

The atmosphere at Libreville City Hall suggests a steady return to institutional stability. Local council members recently gathered in the Jean-Félix Lassy room for an ordinary session to review and approve the administrative and management accounts for the 2025 fiscal year. This significant meeting, attended by Marie-Françoise Dikoumba, the Governor of the Estuaire province, took place during a pivotal time for the capital’s administration.

This session marks a turning point following a period of political friction. Last April, the rejection of the 2026 preliminary budget by a majority of councilors led to the transition from the executive team led by Pierre Matthieu Obame Etoughe to a new leadership under Eugène Mba. Operating under the legal framework of decentralization, the elected officials have now resumed their duties in a calmer environment, fulfilling the requirement to examine the previous year’s financial performance during the year’s first ordinary session.

Financial performance and budgetary oversight

During the opening remarks, Mayor Eugène Mba emphasized the importance of the administrative account as a transparent record of all budgetary actions. This document serves as a vital tool for comparing initial revenue projections and spending authorizations against the actual funds collected and expenditures finalized.

The financial data for 2025 reveals a disciplined management of resources. Initially set at 25.623 billion CFA francs under a special delegation, the budget was later increased by an additional 500 million CFA francs. The final administrative account shows a positive management result, yielding a surplus of 1.311 billion CFA francs. Although he was not in office during the period in question, Eugène Mba cited the principle of public service continuity to justify presenting these financial results to the council.

The Mayor urged council members to review the documents with a focus on objectivity and civic duty. Beyond the financial accounts, the council also deliberated on the Mindoubé commercial complex. Municipal authorities view this project as a strategic asset designed to stimulate local economic growth and diversify the city’s revenue streams.
