Lomé, 17 August 2026 — Municipal authorities in Lomé are gathering this week to sharpen their skills in financial resource mobilization and management. The three-day workshop, running from 17 to 19 August 2026, brings together officials from Golfe 2, Golfe 3, Agoè-Nyivé 5, and Agoè-Nyivé 6 in Golfe 7 commune.
The training session focuses on equipping local leaders with practical strategies to boost their commune’s revenue streams and ensure transparent financial governance. Organized under the National Training Plan of the National Agency for Local Authority Training (ANFCT), the workshop emphasizes hands-on learning and peer-to-peer exchanges.
Building financial independence for local governance
Securing dependable funding is no longer just about finding new income sources—it’s about optimizing existing ones, improving collection rates, and translating financial gains into tangible public services. The financial health of a commune directly shapes its ability to develop infrastructure, maintain facilities, and meet the social and economic demands of its residents.
Against this backdrop, equipping local officials with robust financial management skills has become a cornerstone of effective local governance. This workshop in Golfe 7 is designed to strengthen these competencies through interactive learning and shared best practices among participating communes.

The workshop kicked off on Monday, 17 August, with opening remarks from Golfe Prefect Kossivi Agbodan, alongside Golfe 7’s third deputy mayor, Adaka Koffi, and representatives from all participating communes, including financial officers and municipal secretaries.
Speaking on behalf of the Senator-Mayor, Adaka Koffi highlighted the workshop’s role in fostering financial autonomy for local authorities. He urged participants to maximize the three-day session by leveraging peer exchanges and developing actionable solutions rooted in local challenges.
The training goes beyond theoretical instruction. Participants are encouraged to compare their approaches, pinpoint operational bottlenecks, and co-create strategies to refine their revenue mobilization systems.
Balancing revenue growth with disciplined financial governance
Prefect Agbodan underscored a critical second priority: rigorous financial discipline. A commune may expand its revenue streams, yet fail to improve living conditions if it lacks proper oversight of those funds. In his view, effective mobilization must align with fiscal prudence, transparency, and accountability.
This dual focus elevates the training’s significance. The goal isn’t merely to raise revenue, but to ensure every franc collected translates into meaningful investments in local development.

Over the course of the workshop, delegates will deepen their expertise, exchange insights, and explore ways to permanently enhance financial mobilization and management. Through this initiative, the ANFCT continues its mission to support local authorities in the decentralization process. For the four participating communes, the challenge now is to convert the training’s insights into real-world practices that bolster financial capacity and, ultimately, better serve their communities.
