Chad’s Ministry of Environment, Fisheries, and Sustainable Development has issued a sweeping directive restricting water and forestry agents from wearing military-style uniforms, insignia, ranks, berets, or any other armed forces paraphernalia.
The order, signed by the ministry’s Secretary-General, Koularambaye Koundja Julien, follows repeated reports of military personnel transferred to environmental roles and civilian staff adopting insignia and attire exclusively reserved for the Armée Nationale Tchadienne (ANT). Such practices have blurred professional boundaries and risk undermining public trust in environmental protection services.
strict enforcement and accountability
Violations of the new regulation will trigger disciplinary measures, according to the circular. Central and regional service heads have been tasked with immediate and rigorous enforcement to ensure full compliance across all departments. The policy takes effect without delay.
