The Moroccan Ministry of Equipment and Water, in partnership with the European Union and key European nations, has officially launched a groundbreaking 3.7 billion Moroccan dirham (equivalent to 348 million euros) initiative to strengthen the country’s national water policy framework.
This pioneering program, developed under the Team Europe approach, combines 48 million euros in direct EU grants with three low-interest loans of 100 million euros each. These financial resources are being channelled through the French Development Agency (AFD), Italy’s Cassa Depositi e Prestiti (CDP), and Germany’s Kreditanstalt für Wiederaufbau (KfW), with AFD leading the coordination efforts.
The initiative is designed to reinforce Morocco’s water governance through four critical objectives: enhancing the assessment of water resources amid climate change pressures, bolstering resilience against extreme weather events like droughts and floods, safeguarding water quality and aquatic biodiversity, and protecting vital groundwater reserves.
This strategic collaboration aligns seamlessly with the Morocco-EU Green Partnership, finalized in October 2022, and the Mediterranean Pact adopted in November 2025—both of which prioritize climate resilience and sustainable water management as shared regional goals.
Additionally, the program complements Morocco’s ongoing national water strategy, including the National Water Plan and the National Drinking Water Supply and Irrigation Program (PNAEPI) for 2020-2027, reinforcing the kingdom’s long-term commitment to water security.
