Al Aminou Lo’s inaugural address: veiled messages for Ousmane Sonko

During his inaugural address, Prime Minister Ahmadou Al Aminou Lo underscored the imperative for government action to be singularly focused on the public interest. In doing so, he made a point of recalling previous consultations involving Ousmane Sonko. This deliberate political stance hints at escalating tensions within the executive, emphasizing a broader call for national unity.
Prime Minister Ahmadou Al Aminou Mohamed Lô, known as Al Aminou Lo, has formally assumed leadership of the Primature, outlining the principal directives of his administration. This highly anticipated address followed the establishment of the new executive team, validated by President Bassirou Diomaye Faye. His speech was notably characterized by a firm political commitment to the “Diomaye Président” agenda and the Vision Sénégal 2050 framework.
In his remarks, the head of government stressed the necessity for public initiatives to be driven by a results-oriented approach, institutional harmony, and the collective mobilization of all national stakeholders. He unveiled a 30-member cabinet, describing it as a “mission government” meticulously balanced between political representation and technocratic expertise.
The Prime Minister also highlighted that the consultations preceding the formation of the governmental team involved all relevant parties, including Ousmane Sonko, the president of the Pastef party. This clarification emerges within a charged political climate, marked by disagreements concerning the new executive’s composition and Pastef’s unofficial exclusion from the government.
Without explicitly naming him, several segments of Al Aminou Lo’s speech were widely interpreted as direct messages to his predecessor. By prioritizing the overarching national interest above partisan considerations, the Prime Minister essentially conveyed that « the Homeland and the Republic must always transcend all partisan concerns. » This declaration was perceived by many observers as a direct response to the political strains surrounding the governmental transition.
In a similar vein, the Prime Minister emphasized the vision championed by Head of State Bassirou Diomaye Faye, which is anchored in the urgent realization of promises for a « sovereign, just, and prosperous » Senegal. He stressed the critical need to leverage all available talents, including those within the diaspora, to expedite the implementation of key public policies.
Regarding organizational structure, Al Aminou Lo announced several administrative adjustments within the governmental apparatus. Certain responsibilities have been reallocated among ministries to enhance the coherence of public action. Notably, the Ministry of Energy, Petroleum, and Mines underwent restructuring, with specific mining-related attributes transferred to a newly established department dedicated to Geology.
The head of government further indicated that the government spokesperson has been elevated to the rank of a full minister, signifying, in his view, a commitment to strengthening the consistency and clarity of institutional communication.
Finally, the Prime Minister unveiled a revised methodology for governmental action, founded on principles of rigor, coordination, and efficiency. This new dynamic, he affirmed, is designed to translate ambitions into tangible outcomes for the benefit of the populace.
