Bénin’s government launches major operation to regularize civil servant careers and salaries

Under the leadership of Romuald Wadagni, the Ministry of Economy and Finance has initiated a substantial operation aimed at resolving career advancements and outstanding salary payments for state employees. This highly anticipated decision promises to bring considerable relief to Béninois civil servants. A directive issued on June 5, 2026, by Madame Léa Estelle Honfo Akpovo, Deputy Secretary General of the Ministry of Finance, officially announced the launch of this initiative, designed to definitively address career advancement delays within the public service.

The regularization effort is scheduled to run throughout June 2026. It encompasses all career advancements that were due to take effect by December 31, 2026, or during preceding years.

Through this proactive undertaking by Romuald Wadagni’s team, the state aims to rectify the situation for its workers in two key areas:

  • Career Updates: All previously stalled personnel files will be processed, ensuring each agent attains the rightful grade or echelon they have earned.
  • Payment of Outstanding Dues: Salary increases and accumulated arrears, directly linked to these advancements, will be disbursed to the eligible beneficiaries.

To streamline this extensive task, the Béninois government is leveraging a sophisticated new software system: Sigrhp (Système intégré de gestion des ressources humaines et de la paie). This modern tool is designed to manage personnel files with enhanced speed, fairness, and transparency.

Expedited processing for swift resolution

Committed to efficient and effective execution, the government has instructed leaders across all ministries and institutions to promptly compile the necessary documentation for affected agents.

These officials are mandated to immediately forward the lists of civil servants eligible for advancement (for the year 2026 and prior) to the Directorate General of Public Service.
