Morocco and council of europe launch new neighborhood partnership in Rabat
This latest framework for collaboration aims to solidify existing achievements and bolster shared initiatives across several key sectors for the 2026-2029 period.
Rabat recently hosted the formal launch ceremony for the fifth phase of the Morocco–Council of Europe Neighborhood Partnership, covering the period 2026-2029. The Ministry of Foreign Affairs, African Cooperation and Moroccans Residing Abroad presided over this significant event.
The gathering brought together key stakeholders, including representatives from various departments and institutions involved in the partnership, officials from the Council of Europe’s Rabat Office, and ambassadors from Council of Europe member states accredited to Morocco.
Discussions during the event centered on two primary panels. The first panel reviewed the achievements and future prospects of the new Morocco–Council of Europe Neighborhood Partnership. The second focused on practical approaches to ensure the sustainable implementation of projects outlined within this cooperative framework.
Since the ascension of His Majesty King Mohammed VI to the Throne, the Kingdom of Morocco has embarked on an extensive reform agenda. This process is dedicated to strengthening democracy, advancing human rights, and solidifying the rule of law. Driven by a profound commitment to modernize the state, Morocco has embraced robust constitutional obligations, making it a focal point in African news today regarding governance and development.
This dynamic has propelled Morocco to achieve notable progress. Key advancements include the reinforcement of democratic institutions, enshrined in the 2011 Constitution, the enhancement of national mechanisms for human rights promotion and protection, and the ongoing reform of the judicial system, culminating in the establishment of an independent judiciary. The Neighborhood Partnership with the Council of Europe is a direct reflection of this enlightened vision by the Sovereign. It underscores Morocco’s unwavering dedication to embedding its institutions in modernity and upholding international standards.
Furthermore, this commitment has fostered deeper cooperation with Council of Europe bodies in diverse areas. These include the audiovisual sector, where Morocco, through the HACA, has been a member of the Executive Council of the European Audiovisual Observatory since 2013 – a unique position as the sole non-European country from its region. Collaboration also extends to sports and the vital promotion of equality between women and men, a principle firmly established by Article 19 of the Moroccan Constitution, demonstrating progress in African society news.
Morocco and the Council of Europe share a long-standing and multifaceted relationship. The Kingdom stands out as one of the most committed partners in the region, evidenced by its adherence to 13 conventions and protocols across various domains, including Justice, Cybercrime, and Data Protection.
Notably, the Kingdom of Morocco is the first country from the Southern Neighborhood and the only representative from the African continent to hold the status of “Partner for Democracy” with the Parliamentary Assembly of the Council of Europe (PACE). Morocco also remains the sole country in the region to have achieved the status of “Partner for Local Democracy” with the Congress of Local and Regional Authorities (CPLR).
