Morocco’s parliamentary diplomacy strengthens international influence

The 11th legislative term of Morocco’s Chamber of Representatives has placed diplomacy at the heart of its priorities, as highlighted by Rachid Talbi Alami during the closing of the second legislative session for 2025–2026. In his address, he emphasized that parliamentary diplomacy has become a cornerstone of Morocco’s foreign policy, particularly in advancing the Sahara issue as a key strategic objective.
Parliamentary diplomacy as a pillar of Morocco’s foreign engagement
The Chamber’s strategy, according to Talbi Alami, is rooted in a firm political and diplomatic vision that prioritizes the Sahara dossier. This approach has shaped Morocco’s international relations and secured stronger backing for its territorial integrity.
He underscored the significance of the UN Security Council Resolution 2797, adopted on July 31, 2025, which he described as a historic turning point. The resolution reinforced Morocco’s position by acknowledging the historical reality of the Sahara region and bolstering international support for the Kingdom’s historical rights over its southern provinces.
Parliamentary action amplifies royal initiatives
Beyond its core diplomatic mission, the Chamber has played a vital role in supporting major royal initiatives on both continental and global stages. Talbi Alami noted the Atlantic African States initiative, designed to strengthen cooperation with countries along the Atlantic coast, and the African landlocked countries’ access to the Atlantic Ocean initiative, both of which align with Morocco’s broader African strategy.
The Chamber has also championed causes such as peace, coexistence, and environmental protection. By hosting international conferences and forums, it has facilitated the adoption of 11 key international parliamentary documents, including global declarations, throughout the current legislative term.
Strengthening Morocco’s voice in global parliamentary institutions
Talbi Alami emphasized the need to build on these achievements by deepening Morocco’s engagement in multilateral parliamentary organizations. He called for expanding bilateral cooperation through strategic agreements and forums that foster sustainable partnerships and mutual trust.
The Chamber’s international cooperation programs have been instrumental in creating new dialogue spaces, sharing best practices with leading parliaments, and promoting Morocco’s democratic model. Notably, it stands among the few institutions globally that have developed and published practical guides and reference documents on parliamentary action through comparative studies.
