N’Djamena hosts pivotal UN development cooperation review
This Friday, May 22, marked a significant milestone in Chad’s partnership with the United Nations, as Tahir Hamid Nguilin, Minister of State for Finance, Budget, Economy, Planning, and International Cooperation, co-chaired the final session of the 2024-2026 Joint National Steering Committee for the United Nations Sustainable Development Cooperation Framework (UNSDCF) in N’Djamena.
The high-level meeting brought together government officials, UN agency representatives, technical and financial partners, alongside civil society leaders and private sector stakeholders. Dr. François Batalingaya, the UN Resident Coordinator in Chad, was also in attendance.
Assessing progress and shaping future priorities
This gathering served a dual purpose: evaluating the ongoing 2024-2026 cooperation cycle and launching preparatory discussions for the next framework, covering 2027-2030. The discussions underscored the robust collaboration between Chad and the UN system, while addressing critical development priorities.
Speaking at the event, Tahir Hamid Nguilin highlighted the strategic importance of the session, emphasizing Chad’s commitment to building a more resilient, inclusive, and prosperous nation. He pointed to the National Development Plan “Tchad Connexion 2030” as the guiding roadmap, focusing on human capital development, climate adaptation, good governance, youth employment, and women’s empowerment.
“This steering committee meeting demonstrates our shared determination to align UN interventions with Chad’s national priorities,” he stated. “By finalizing the 2026 work plans and laying the groundwork for 2027-2030, we reaffirm our dedication to inclusive growth that leaves no one behind.”
For his part, Dr. François Batalingaya stressed the achievements of the current cycle, noting, “As we conclude this phase, our focus is already shifting to the future. The upcoming UNSDCF 2027-2030 will embody a renewed ambition to meet the financing needs and aspirations of the Chadian people.”

The discussions centered on key takeaways from the current cycle and strategic priorities for the next, including development financing, social inclusion, and resilience. The future cooperation framework is set to align closely with the PND “Tchad Connexion 2030”, ensuring continuity in addressing the nation’s most pressing challenges.
