Benin lawmakers pass revised 2026 budget bill

The Beninese National Assembly has approved the revised 2026 budget law, marking a critical step in aligning the country’s financial framework with its evolving governance priorities. The legislation passed unanimously during the plenary session, reflecting broad consensus among lawmakers on the necessity of these adjustments.

Key adjustments in the revised budget

The revised budget law enables the government to reallocate financial resources to newly established or restructured ministries. This strategic move aims to ensure these institutions have the necessary funding to fulfill their mandates effectively. The adjustments maintain the core financial balances for 2026 while optimizing resource distribution to enhance administrative efficiency and public policy coordination.

According to the Finance Commission’s report, presented by its chair, Gérard Gbénonchi, the revisions prioritize social spending, purchasing power support measures, agriculture, employment, and public investments with economic and social impact. The budget deficit is projected at 3.1% of GDP, aligning closely with the 3% ceiling set by the West African Economic and Monetary Union (WAEMU).

Economic outlook and fiscal modernization

The macroeconomic forecast remains robust, with growth sustained at 7.5%. The revised law introduces measures to modernize the tax administration, including the digitization of control procedures, improved taxpayer monitoring, and updates to adapt to the digital economy. Additionally, it broadens the tax base by addressing activities of non-resident operators and revenue from digital platforms, strengthening domestic resource mobilization.
