Togo and Luxembourg deepen diplomatic and economic cooperation

Togo’s diplomatic momentum continues to rise as Foreign Minister Prof. Robert Dussey welcomed Luxembourg’s Deputy Prime Minister and Foreign Minister Xavier Bettel in Lomé. The high-level visit, held on July 15, 2026, culminated in the signing of three landmark agreements, with Cina Lawson, Minister of Digital Transition, in attendance.

Strengthening long-standing partnership through strategic dialogue

This official visit marks the second in two years for Xavier Bettel, following his trip in 2024. It underscores the deep-rooted trust and robust bilateral relations between Togo and Luxembourg, which date back to their diplomatic ties established on March 7, 1972.

To further solidify these ties, both nations agreed to establish a framework for regular political consultations. A future protocol will formalize this mechanism, ensuring continuous collaboration on shared priorities.

Three key agreements to boost Togo’s development

The Lomé meeting resulted in the immediate signing of three pivotal instruments designed to accelerate Togo’s progress across critical sectors:

  • INCLURE Environmental Financing Agreement: A significant initiative aimed at enhancing sustainability and ecological resilience.
  • Togo-Luxembourg Indicative Cooperation Program (PIC): A structured framework to sustain long-term development assistance.
  • Togocyber + Cybersecurity Program: This initiative will leverage the technical expertise of LuxDev—Luxembourg’s development cooperation agency—to bolster Togo’s digital transition and cybersecurity, under the leadership of Cina Lawson.
