French PM’s Rabat visit strengthens Morocco partnership

French Prime Minister Sébastien Lecornu landed in Rabat Wednesday evening, marking a significant step in consolidating France-Morocco relations ahead of a potential state visit by King Mohammed VI to Paris.

Upon arrival, Lecornu was greeted with military honors by his Moroccan counterpart, Aziz Akhannouch, and a delegation of twelve French ministers, including Foreign Affairs Minister Jean-Noël Barrot and Interior Minister Laurent Nuñez.

Earlier, Lecornu had traveled from Qatar, where he conveyed France’s condolences following the passing of the country’s former emir, Sheikh Hamad bin Khalifa Al Thani. Akhanouch had also attended the funeral in Doha on behalf of Morocco.

Diplomatic thaw and strategic alignment

The visit follows a period of heightened cooperation between Paris and Rabat, initiated after French President Emmanuel Macron recognized Morocco’s sovereignty over the Western Sahara in mid-2024—a move that strained relations with Algeria.

President Macron received a royal welcome in Rabat later that year, culminating in the signing of an exceptional strengthened partnership and multiple economic agreements. In a congratulatory message to Macron on Bastille Day, King Mohammed VI highlighted the deepening of the two nations’ privileged ties.

High-level talks and bilateral cooperation

The Thursday agenda includes a ceremonial visit to the Royal Mausoleum followed by a bilateral meeting where ministers from both countries will engage in parallel discussions. This session marks the resumption of the Franco-Moroccan High-Level Meeting, a dialogue platform dormant since 2019.

More than a dozen agreements are expected to be formalized, spanning economy, security, migration, and defense. Key projects include:

  • Civil aviation partnerships
  • Development of a Regional Express Rail (RER) line in Rabat
  • Water resource collaboration
  • Cross-border electricity interconnection
  • Defense equipment cooperation
  • A strategic cultural accord between the Arab World Institute in Paris and Morocco’s Ministry of Culture

France’s growing focus on Morocco reflects a strategic pivot in its Maghreb policy, prioritizing Rabat over Algiers in security and economic engagements. Analysts note that Paris is increasingly leveraging Morocco’s intelligence networks to address Sahel security challenges, particularly as Algerian cooperation remains limited despite recent diplomatic re-engagement.
