Senegal reaffirms commitment to renewed partnership with France

The French national celebration provided the backdrop for a significant address by Senegal’s Minister of Foreign Affairs, Moussa Sarr, who underscored the country’s unwavering dedication to fostering a revitalized partnership with France. Speaking before a distinguished audience, he highlighted the enduring ties between Dakar and Paris, describing the relationship as deeply rooted in history, culture, and shared aspirations.

While acknowledging the strength of these bonds, Sarr emphasized that both nations are navigating a pivotal phase in their diplomatic journey. He pointed to an ongoing dialogue marked by transparency, pragmatism, and mutual respect, aimed at aligning their cooperation with the evolving needs of their populations and the shifting dynamics of the global landscape.

The minister outlined the core principles guiding this renewed collaboration: state sovereignty, reciprocal trust, equitable partnership, and shared prosperity. These values, he argued, form the foundation for a sustainable and forward-looking alliance.

Key sectors prioritized in bilateral cooperation

Sarr elaborated on the strategic domains where enhanced collaboration could yield tangible benefits:

  • Education and vocational training – Strengthening academic exchanges and skill development initiatives, including programs tailored for Senegalese students pursuing higher education in France.
  • Healthcare and infrastructure – Expanding joint projects to improve public services and modernize key sectors.
  • Agriculture and energy – Promoting sustainable development through technological partnerships and renewable energy solutions.
  • Decentralized cooperation – Leveraging local initiatives and diaspora engagement to drive grassroots progress, with a nod to the Programme d’appui aux initiatives de solidarité pour le développement.
  • Youth and innovation – Cultivating talent through research collaborations and cross-border professional exchanges.

In a gesture of gratitude, Sarr formally acknowledged France’s pivotal role in supporting Senegal’s bid to host the 2026 Youth Olympic Games, particularly in areas such as security protocols and emergency logistics.

Addressing sensitive historical questions

The minister broached the subject of memory and reconciliation, describing the ongoing constructive discussions between the two countries. These talks focus on:

  • Improving access to archives and declassifying historical documents.
  • Launching joint training programs for archivists and heritage professionals.
  • Deploying French experts to assist in archaeological excavations, with specific sites yet to be disclosed.

This approach, he suggested, reflects a shared commitment to confronting the past while building a cooperative future.

Global challenges and multilateral engagement

Looking beyond bilateral ties, Sarr highlighted broader global challenges that demand innovative, balanced partnerships. He cited climate change, energy transition, food sovereignty, economic governance, and regional stability as critical areas requiring collective action. The minister praised the high-level exchanges between Senegal and France, hinting at upcoming intergovernmental seminars to map out a roadmap for their evolving relationship.
