Togolese workers who have split their careers between public and private sectors will benefit from a long-awaited reform. The Retirement Fund of Togo (CRT) and the National Social Security Fund (CNSS) have launched a coordinated pension liquidation mechanism, simplifying retirement procedures and ensuring all contribution years are recognized.
Unified career recognition for retirement rights
Previously, switching between professional statuses often created complications at retirement. Employees who contributed to both the CRT and CNSS—or vice versa—faced lengthy administrative processes to consolidate their contribution years. This reform eliminates that hurdle by allowing workers to have their entire career considered in a single calculation.
The new system, implemented under interministerial decrees, aggregates all contribution periods from both regimes to determine full retirement entitlements. No contribution year will be excluded, and workers no longer need to navigate complex transfer or redemption procedures between the two funds.
Immediate pension access and simplified procedures
Another key change is the flexibility it introduces. If a worker meets retirement conditions in one regime, they can start receiving their pension immediately without waiting to fulfill requirements in the other. Additional rights can be claimed later once conditions are met. This prevents delays in income for those transitioning between sectors.
The reform also removes the need for costly and time-consuming administrative steps, such as redeeming or transferring contributions between the CRT and CNSS.
Equity for mobile workers
This modernization addresses a growing trend: Togolese professionals increasingly move between public and private sectors. Without unified pension recognition, such mobility could weaken retirement benefits. By valuing all contribution years equally, the reform ensures fairness and reduces the risk of lost pension value due to fragmented careers.
Modernizing Togo’s social protection system
The coordinated pension system is part of broader efforts to modernize Togo’s social protection framework. In 2025, the CRT disbursed 52.5 billion FCFA in social benefits to civil and military public servants. Meanwhile, the CNSS continues expanding coverage to private-sector employees, self-employed workers, and informal economy participants.
By aligning retirement rules with today’s diverse career paths, authorities aim to create a more responsive and inclusive system for all workers.
Five key benefits for Togolese workers
- All contribution years across both CRT and CNSS are now counted toward retirement benefits.
- Workers no longer need to transfer or redeem contributions between regimes.
- Administrative processes are faster and more straightforward.
- Career transitions between sectors no longer reduce pension value.
- Retirees can claim their pension as soon as they qualify in one regime, without waiting for the other.
The reform marks a significant step forward for Togolese workers with varied professional histories. By securing the full value of their careers, it enhances financial stability for future retirees and creates a more transparent, equitable pension system tailored to the realities of today’s workforce.
